What is OER?

Open Educational Resources (OERs) are any type of educational materials that are in the public domain or introduced with an open license. The nature of these open materials means that anyone can legally and freely copy, use, adapt and re-share them. -UNESCO

OER Commons offers a comprehensive infrastructure for curriculum experts and instructors at all levels to identify high-quality OER and collaborate around their adaptation, evaluation, and use to address the needs of teachers and learners.
Merlot (Multimedia Educational Resource for Online Teaching and Learning)
The MERLOT collection consists of tens of thousands of discipline-specific learning materials, learning exercises, and Content Builder webpages, together with associated comments, and bookmark collections, all intended to enhance the teaching experience of using a learning material.
CK-12
CK-12 is probably the biggest open content provider for K-12 STEM content.
CK-12 provides standards-aligned teaching resources. Content is mapped to a variety of levels and standards, including common core.
