The European Union is not only the world's largest single market, it has also become a consequential international actor that has helped to foster regional and global stability since the end of the Cold War. In recent years, however, the EU has experienced a dramatic reversal of fortune as the Eurozone crisis and structural changes have limited the political and financial resources that member states can bring to the table in the pursuit of common interests. If the EU is to sustain and build upon the foreign policy achievements of the past decades it must re-commit to and re-engage in the process of articulating and implementing a common security strategy for a turbulent, increasingly multi-polar 21st century in which Europe no longer shapes the agenda. The appointment of a new EU High Representative for Foregin Affairs and Security Policy in 2014 represents an opportunity to do just that. The Task Force will seek to assist the incoming High Representative by formulating a new European Security Strategy that identifies the policy goals that must be prioritized even in an era of diminishing resources and declining European influence.
