Online Legislative Histories

Westlaw Legislative History

Westlaw's Legislative History tab includes a collection of compiled legislative histories assembled by the U.S. General Accounting Office (GAO, now called the Government Accountability Office). This group covers laws enacted from 1921 to 1995.

For each law, the PDF files include:

  • the enacted law
  • House and Senate committee documents, reports, and hearings
  • debates and other comments published in the Congressional Record
  • the original bill and versions of the bill as it progressed through the legislative process
  • related documents from earlier Congress sessions

Here are two examples of trademark-related legislative histories you'll find in the GAO collection:

  • 102 Stat. 3935 (Public Law 100-667), Trademark Law Revision Act of 1988
  • 98 Stat. 3335 (Public Law 98-620), Trademark Clarification Act of 1984
