Foreign assistance, in a wide variety of forms, has been central to United States foreign policy for decades. But that assistance is spread out over hundreds of different programs with dozens of different agencies in charge of some piece of it. The overwhelming majority of money allocated for foreign assistance is tightly earmarked for particular uses, limiting flexibility in confronting the constantly changing needs of the world. The United States has no clear policy goals for foreign assistance. Our class will put together a clearly stated foreign assistance policy and recommend to both Congress and the President. The policy steps necessary to put us in the best position to implement this policy.
