British government publications such as Parliamentary Papers and Colonial/India Office reports generally focus more broadly on regional topics rather than specific cities. But you can find information about infrastructure, economic and population statistics for some cities. For example a 1917 report on Development of the Port of Basra is available in the Qatar Digital Library.
