US Policy and International Cybersecurity Norms

As world events are increasingly tied to the Internet, the task of creating shared cybersecurity norms becomes pressing. Internationally, Russia and China have recently made an agreement not to hack each other, and as of September 2015, the US and China have been working on a cybersecurity deal in the wake of Chinese hackers acquiring a huge trove of US federal data. On a more micro-level, as new people arrive online across the world, whether through their phones or desktop computers, they and their data are immediately vulnerable. Taking into consideration the major international agreements, organizations, and infrastructures shaping the Internet, this task force will address the question of what the US’s position should be vis-a-vis cybersecurity. Who are the major US stakeholders in creating cybersecurity norms? What international strategies should the next US presidential administration pursue in advancing US influenced cybersecurity norms? What should these norms be? How should the US go about pursuing these ends?
